Sen. Barack Obama

2006 Grade: A+
Commitment to a multi-lateral U.S. engagement. As a member of the Senate Foreign Relations Committee, Obama has worked tirelessly on a range of global issues including Climate Change, Genocide in Darfur and supporting a strengthened and revitalized United Nations.
 
Rep. Allyson Schwartz
D-PA 13
2006 Grade: A+
Consistent efforts to increase U.S. global engagement on a variety of international issues. She has supported increased U.S. involvement in Darfur through co-sponsorship of the Darfur Genocide Accountability Act and the Darfur Peace and Accountability Act. Schwartz is a co-sponsor of H.Con.Res.172 which reaffirms America’s dedication to achieve the goals set forth in the Millennium Development Declaration.

For his work as Chairman of the Foreign Operations Appropriations Subcommittee, where he led opposition to Nethercutt amendment, which precludes countries who are signatories to the ICC treaty from receiving U.S. foreign aid.
 
Rep. Bill Delahunt

For his years of service on the International Relations committee, where he has consistently articulated the importance of U.S. global engagement. He has promoted the spread of democracy and human rights abroad not simply because it reflects our values, but also because it literally enhances our own security by stabilizing failed and failing states, keeping them from becoming breeding grounds for terrorism. Last but not least, He has been a tireless and vocal supporter of the United Nations.
 
Sen. Dick Lugar
R-IN
2006 Grade: B+
As a result of his outstanding service as Chairman of the Senate Foreign Relations Committee. Lugar has been an aggressive advocate for internationalist solutions to global problems. He co-authored the Lugar-Biden Climate Change Resolution (S.Res. 312),  and the Nunn-Lugar Cooperative Threat Reduction program. Lugar has also endorsed the Law of the Sea Treaty and has supported robust funding to fight the worldwide AIDS epidemic.
 
Rep. Brian Baird
D-WA 03
2006 Grade: A-
Strong support of the Sudan Peace Act, which urged the release of additional humanitarian assistance for the Sudanese people. Baird has showed continuous support for greater U.S. – UN relations. Baird supports the fundamental principles of the UN, and believes the UN plays an important role in mediating international conflicts and supporting democratization efforts.
 
Rep. Tammy Baldwin
D-WI 02
2006 Grade: A+
Continued commitment for U.S. involvement within the UN. Baldwin’s stance on multilateralism and UN reform is consistent with the views of Citizens for Global Solutions.
Rep. Emanuel Cleaver

Continued support of important funding for the U.N., addressing the global AIDS pandemic and supporting a ban on torture.
Sen. Russ Feingold
D-WI
2006 Grade: A
Advocating greater U.S. global engagement and for supporting strong democratic legislative action and good governance. Feingold introduced S.Res.104, the People-to-People Engagement in World Affairs Resolution, which encourages Members of Congress to raise the importance of international engagement with their constituents.
 
Rep. Tom Lantos
D-CA 12

Outstanding service as Ranking Member of the House International Relations Committee. Lantos has demonstrated a dedication to working with the United Nations and worked closely with Secretary General Kofi Annan to reform UN management.
 
Rep. Jim McGovern
D-MA 03
2006 Grade: A+
Championing the cause of alleviating global poverty and hunger. McGovern has actively worked to push the Administration to commit to achieving the UN Millennium Development Goals.  Further, McGovern opposed U.S. policy on torture in Colombia and supported multilateral engagement in providing security for Iraq.
 
Rep. Al Wynn
D-MD 04
2006 Grade: A+
Consistent and vocal support for the United Nations. Wynn also sponsored H.R. 180, to create of a United Nations Emergency Peace Service (UNEPS), and gave a floor statement urging his colleagues to co-sponsor this important legislation.
 
Sen. Patty Murray
D-WA
2006 Grade: A+
Commitment on international issues. Murray has supported the ICC, increasing AIDS funding, and increasing U.S. multilateral engagement. Murray consistenly taken positions that Citizens for Global Solutions strongly supports.
 
Rep. Chris Shays
R-CT 04
2006 Grade: A+
Consistently supporting sound foreign policy instead of the party-line position. Shays has provided valuable leadership on the House Bipartisan Task Force on Non-Proliferation and has made positive recommendations in the interest of international security. Shays joined his democratic colleague, Representative Tom Lantos (D-CA), in providing an alternative to the counter-productive Henry J. Hyde UN Reform Act.
