The United Nations 2005 Summit was a historic opportunity to confront pressing
global issues. And for the most past, Member States rose to the challenge,
creating an “outcome document” that demonstrated a commitment to an effective
United Nations.
The creation of a UN Democracy Fund, a Peacekeeping Commission, and a
recommitment to fight poverty were welcomed advances. So was the acceptance of a
responsibility to protect citizens of all nations from genocide and other major
atrocities.
However, more could have been accomplished if U.S. Ambassador John Bolton had
not upset a fragile agreement by calling for 700 edits to the outcome document
at the last-minute. As a result, world leaders did not agree on a definition on
terrorism, the details of a new Human Rights Council, or how to address nuclear
disarmament or non-proliferation.
It is vital that these losses are remedied as efforts to revitalize the United
Nations proceed. World leaders must take the momentum of the Summit and work to
bring the UN into the 21st century as an effective and indispensable
institution.
