Summons for Darfur Suspects; Bush Administration Must
Match Court’s Efforts on Darfur
Citizens for Global Solutions welcomes the ICC’s identification of two
perpetrators in the on-going Darfur atrocities. In his announcement from The
Hague today, ICC Chief Prosecutor Luis Moreno Ocampo requested a summons to
appear for Ahmad Muhammad Harun, former Minister of State for the Interior
of the Government of Sudan, and Ali Kushayb, a Janjaweed militia leader in
Darfur.

Dyilo is charged with three counts of enlisting, forcibly recruiting, and

President Nominates New U.S. Ambassador to the U.N.
President Bush recently nominated current U.S. Ambassador to Iraq,
Zalmay Khalilzad, to be the new U.S. Ambassador to the United Nations. The
move comes nearly one month after Ambassador John Bolton told the president
that he would terminate his service in the Bush Administration after his
recess appointment expired at the end of 2006. Mr. Bolton’s nomination was
repeatedly blocked by the Senate and was heavily contested by Citizens for
Global Solutions and an array of other advocacy organizations that want to
see the U.S. restore its 60-year leadership and partnership with the U.N.

Bolton Resigns; Grassroots Effort Pays Off
United States Ambassador to the United Nations John Bolton told
President Bush that he would resign from his recess appointed position. Mr.
Bolton’s nomination has been repeatedly blocked by the Senate and was
heavily contested by Citizens for Global Solutions and an array of other
advocacy organizations that want to see the U.S. restore its 60-year
leadership and partnership with the U.N. This successful effort to defeat
Mr. Bolton’s nomination is an example of how average citizens can impact the
way America engages the world.

U.S. Recognizes Counterproductive Foreign Policy: Bush waives aid cuts
for ICC member states
Citizens for Global Solutions welcomes President Bush’s move on Tuesday to
waive a U.S. law that prevents some nations that support the International
Criminal Court from receiving U.S. foreign assistance. The waiver is
recognition of a counterproductive U.S. policy toward ICC member states.
Specifically, President Bush’s decision allows millions of dollars of
Economic Support Funds (ESF) to be provided to countries that are members of
the Court and have refused to sign Bilateral Immunity Agreements (BIAs) with
the U.S.

U.S. Recognizes Counterproductive BIA Policy
Citizens for Global Solutions welcomes Congressional passage of an amendment
to the American Servicemembers Protection Act (ASPA) that recognizes the
counterproductive U.S. policy toward ICC member states. Specifically the
amendment exempts what senior military officials in the U.S. believe to be
important international military education and training (IMET) aid from
being cut to countries that are members of the Court. We also see as
significant President Bush’s Oct 2nd memorandum waiving IMET cuts to these
21 countries.

Citizens for Global Solutions Re-launches Website StopBolton.org
With a Senate Foreign Relations Committee hearing
scheduled for this Thursday on the renomination of U.S. Ambassador to the
United Nations John Bolton, Citizens for Global Solutions has re-launched
the www.stopbolton.org website. The website illustrates that Bolton, who has
served in the position for the past year under a recess appointment from
President Bush, is failing to achieve U.S. interests—a goal the U.S. Mission
to the U.N. declares its modus operandi—by alienating allies and isolating
the U.S. in the world.

Ambassador Bolton up for Renomination: Politics May Trump Policy in
Senate Committee Hearing At a moment when the world is coming together to meet
major global challenges like nuclear weapons proliferation and genocide,
President Bush and his allies in the Senate have decided that the single
most important foreign policy issue facing the U.S. is getting John Bolton
confirmed. The White House’s decision to reopen Mr. Bolton’s confirmation
battle seems to have more to do with electoral politics and less to do with
foreign policy.
