UN Convention Against Corruption Takes Effect;
U.S. Not Yet Ratified
Today the UN Convention against Corruption - the first
international legal tool for reclaiming stolen assets - took effect, 90 days
after Ecuador became the 30th country to ratify.
This Convention is of particular importance to developing countries where
corruption stands as a major impediment to growth. International consensus that
such acts will be prosecuted and assets returned sends a vital message to
dishonest leaders worldwide that they can no longer hide within legal loopholes.
The Convention passed the General Assembly and opened for ratification in
October 2003. The United States is a signatory to the treaty, but has not yet
cleared the ratification process in the Senate.
