Ocampo Addresses U.N. Security Council on Darfur Investigation

"The continuing insecurities in Darfur do not allow for an effective system of victim and witness protection. This has forced my office to investigate outside Darfur, and represents a serious impediment to the conduct of effective investigations in Darfur by national judicial bodies as well," Ocampo said.
Almost three years ago, black Africans in Darfur rebelled against the Sudanese government. The government responded by arming gangs of Arab militia, called the Janjaweed, who then singled out the non-Arab population of Darfur by razing thousands of villages, systematically raping women and girls, abducting children, and destroying food and water supplies.
The Sudanese government has thus far refused access to Darfur. It is unlikely that the government’s position will change in the near future, despite Mr. Ocampo’s hope to the contrary. Furthermore, leading human rights organizations such as Human Rights Watch have issued reports accusing senior Sudanese officials of committing the atrocities in Darfur—a charge the government outright denies. In the meantime, 500 people continue to die each day in Darfur as a result of violence, disease, and starvation.
